Average living costs for a UK 16 year old girl on the following things?

Ok, I'm planning to move out at the age of 16 and go study at collage in Poole 3 day's a week and also have a few job's on the go to! I'm looking at roughly the living costs (Rent, food, Car or transport, Car Insurance, TV Licence and Internet Bills ect.) Website links would be brilliant and any advice would also help! Also If I could get any help financially by the government for paying the rent as i won't be earning much, about 7,000 a year? I'm very fortunate to come from a middle class family, and my parents are footing the bill/insurance for my first vehicle. My budget is $22,000, but I would like to spend less than that, as my parents also pay for my university and some of my athletic fees (what my sponsors don't cover anyway.) My marks are good, which I know gives me a bit of a break on my insurance, there's a discount for being at least a B student and I don't plan on driving much, as I live away from home (where I intend to keep the car,) it's cheaper to take the bus (bus pass included in tuition,) and I'm a conscientiousness driver, driving is a privilege, not a right after all! Im trying to get car insurance quotes and it seems that every website asks for my ssn. I just want to get a rough quote and don't want them to have my name, info, and ssn in their database. Why are they all asking for the ssn all of a sudden? Plus if I don't go with them or check different places for different quotes then my credit report is being hit with numerous inquires. Ahhhhhh! fustrating! Any suggestions? or is this just one of those things that Im going to have to just deal with and that's it?

Car insurance, full coverage versus liability?

I drive a 98 Chevy Suburban, because it has a lien holder (bank) it has had full coverage insurance the life of the loan. Next month when we get our tax refund we plan to pay it off, not that much owed. Due to it's age wouldn't it be logical to drop the full coverage down to liability insurance. I know with it being that old the full coverage insurance would hardly pay out anything if it was a total loss anyway.
